Managers seriously lacking behind the requirements

I'm not sure what bank I am, 3 or 4, it has many big stock market screens behind the desks.

Now the problem is, most of my managers are either legendary or epic mostly at 100 level.

The efficiency recommendation is about 75k, but I barely get 60k.

There just is no way to upgrade my managers, it requires like 6 epic managers to get past 100, but you only get boxes from advancing the audit levels, but you can't advance audit levels if you don't have sufficient efficiency.
