Can someone smarter explain the eruptor to me?

When you shoot it you pull the bolt back except on the last bullet where you can shoot it freely? But instead of shooting it and you reload the with the last bullet it stays in the chamber after pulling the bolt back? Idk if this is an oversight I would just like it explained to me.
