My mom took this picture ages ago in Savannah, can someone tell me if it’s legit?

She was on a ghost tour and took pictures of a bunch of buildings and this turned up. Maybe a trick of the lights or something? The figure on the stairs only appeared in one photo. She took this on her iphone.
