Nvidia clips pixelated and distorted for the first 10 seconds

hello for the past 2 days all my new nvidia captures are all pixelated and distorted for the first 10 seconds making the video unplayable. only started noticing this after the KB5051989 update. not sure if this update is the cause or if anyone has had this issue and found a fix. can include a video to show
