Is there a ghost in this game?

I saw it at that vault station just south of Lavish Lair. It was a tall, white figure that stood against a wall and slowly faded into thin air as I approached. I am playing on Switch, so I wasn't able to get a screen recording, but I really wish I had.

Has anyone else seen this? What is it? An NPC I don't know about?
