Marijuana and tax revenue

I am Finnish-born but grew up in California USA. Before I moved to Finland, marijuana was legalized in 10 or so states and the state was able to collect massive taxes on the sale of it in controlled dispensaries. As I understand it, it has been hugely successful and a lot of the taxes have gone to improving the state.

I am surprised that in a time when Finland seems to be struggling economically, and in a time when the younger generations are drinking 80% less than previous generations (which must be hurting tax collection from stores like Alko). Why is the country so slow to even consider legalizing something that has proved to be beneficial elsewhere?

And I know that Finn’s are afraid of marijuana, but so were people in other countries around the world, but after legalization that public perception has changed drastically.
