Which is the most OP Grapplers in his game

In a well "balanced" fighting game grapplers are C-F tier always, which makes me proud of use them, but I always think if there's a grapler that is at least above A tier?.

And btw, if the grappler is OP because the game is broke, pls comment it, ex. Zangief SFA3.
