Why wasn't Lucy's father aware of the situation?

So we see that the vault 32 was destroyed 2 years ago and I'm guessing the overseer was someone from vault 31. Weren't the vaults communicating ? Even if the riot happened quickly the overseer would alert the other two vaults. Especially after someone hank doesn't know introduces themselves as the new overseer.
