Racism / targeted at the gym by another member in north California, who to email to report the incident?

The other party is a white female in her 40s/50s with a thick accent(not sure but maybe East European) and I am an Asian female in my 20s. I am super frustrated and I feel threatened.

Who to email to report this incident? Any other action that I should take?

Edit: I have been going to the same gym for several months now, 3-5 times a week. Never had any problem with any member besides this one. She’s been doing repeated things that made me feel super threatened and uncomfortable.

I also have some muscle definition and I can lift heavy. I’ve been lifting for 8 ish years. I have good amount of lean mass, with body fat on top so I am not skinny. I don’t understand why she targeted at me. I am emotionally depleted.
