Back EMF/Collapsing magnetic fields from non motorised IT equipment when disconnecting breaker?

Some new distribution boards are being installed replacing some older versions in a office block.

Just been to a meeting about a project still in planning phase when a "expert" who isn't the electrician started telling the electrician that all socket to monitors, PCs and phones will need to be switched off, this is to prevent back EMF caused by Collapsing magnetic fields can cause "explosions" and dangerous situations in the distribution board when the electrician disconnects. The electrician didn't say anything and said OK we can do that.

Please forgive my stupidity but the amount of times I've proved this person wrong after having a doesn't sound right thought and doing 2 minutes of research means I always question everything.

My first thought on this one is how many times have we had power cuts and there's been no fireworks. I've tried doing a bit of research and could only find back EMF in motors.

My only thought is that when disconnecting a high current load the arc could be caused while the contacts are still close together but this is why the correct rating breaker is there.

Am I missing something or are the ball**** alarms in my head going off correctly?
