Thirsty boy, relieves himself indoors

Our six-year-old Euro boy has always been a thirsty pup. He goes through phases where he would drink the entire ocean if he could. He just can't get enough water. He's been like this since he was a puppy. If we take the water away so he doesn't fill up on water and then have to pee in the middle of the night he paces the house and whines.

Does anyone else's Doberman do this?

Also, there are some kind of phases he goes through where he thinks it's okay to pee and poop in the house and he is absolutely housebroken. My partner and I live apart and when our Dobie is that my place I can let him use the bathroom and he's outside most of the day because I have a large fenced in yard. I have a small business so he comes and goes from the shop and my employees enjoy his presence. I've been gone for several weeks and he decided the other day to pee inside the house. My partner tends to blame the fact that when he's with me he doesn't need to regulate his bathroom activities as much. I told him that it's been too long since he's been back at home with him so he should have adjusted his schedule quite quickly. He's also pooped in the house before many times in similar ways and then rubbed his nose raw trying to rub on the carpet like he's trying to bury it.

Anyone have any suggestions? He goes for months without any problems and then eventually this will happen again.
