Feeling weak

So my team is good for surviving (Ginny has singlehandedly gotten me through some boss battles) and they did good damage, but it's getting to the point where I can't do enough damage. Should I focus on getting new characters to change my team or focus on getting new gear? (And if I do focus on gear how do I know ow which set I should be using)
