Is it legal to alter your license plate like this?

I’ve seen a bunch of the really tinted ones that try to hide their plate numbers from cops/cameras. Or the ones that put the police badge logo over a letter.

But this is the first time I’ve seen someone scratch out their letter/number to obscure it.

Can they get pulled over for this?
