Quarters
Am I the only one that feels like there is a huge missed opportunity for there to be a lot more sophistication in the interaction between buildings that make up a quarter? It's great that there are cvilization-specific quarters that are super powerful at something, but why can't there be more synergy between the "normal" buildings? Just choosing the best building in a tile due to adjacency bonuses seems like a copout. For instance, why wouldn't it make sense to get some additional benefit from having an observatory and university in the same quarter, and not just the adjacency bonuses that each building would receive? They don't have to be as powerful a bonus as the unique quarters, but it would make some sense, and also add a little more complexity and thought to it than just choosing the best adjacency.
