I can't believe this happened

My husband and I are set to sail on our (very first) cruise in 14 days for our anniversary. I've been planning this for months. I did our online check in last night and I'm over the moon excited for this cruise.

Today, my husband accidentally left his wallet on the gas pump. We didn't realize until I got an alert from my bank asking if I authorize a transaction from Walmart. Needless to say, everything's gone INCLUDING HIS ID. The money they spent on our cards isn't the issue, the bank is on top of it and a police report is filed. Losing his driver's license on the other hand makes us both sick over it. And no, he doesn't have a passport. Yes, I know he should've gotten one.

My question is (for Californians reading this) how long does it take to get a replacement ID in the mail? He seems to think the ID cards come faster than replacement drivers licenses but idk if that's true or not. If it doesn't come in time, what are our other options, taking a friend or family member in his place? When is the cutoff for even being able to do that?

I'm so upset about this I just want to cry.
