Off roster ppt

My brother owns a Glock 43x and lives in Utah. He told me he was thinking of selling it and I threw my hand up. Is he able to ppt that gun to me next time he is in CA? Can he ship it to an FFL for ppt or does it need to be in person? I know this probably gets asked a lot but I’m Seeing too much conflicting info online
