Do American shows that were filmed and shot in Canada count?

I've come to know that two of my favorite Amazon Prime shows, Jack Reacher, and the boys, are films in the greater Toronto area.

I could cease an argument being made for both sides, but it's pretty clear that they employ Canadian production staff and onset people. So I wanted some second opinions
