I want to start a Black Templars Army

I want to start a Black Templars army but I just don't know where to start. I am currently considering the combat patrol or the Leviathan box which my local Games shop sells. I also would like to know what HQs can I chose from. This Army is Aimed to be around 2000 points. I also have a question are any space marine units forbidden to use.
