What does Bhubaneswar lack?

A friend of mine recently got transferred to Bhubaneswar from Pune. He called me understand whether he can bring his family over as well. He has a 5 year old daughter and a working wife(remote).

I told him all the good things about Bhubaneswar but call it my inherent bias or whatever, I couldn't think of many negatives except for the hot summers.

Can you point out some negatives about Bhubaneswar that I can point out to him so that he can make an informed decision whether he should come alone or bring his family over?
