Are federal hiring freezes common with new administrations?

I was told by a conservative that it was common for new presidents (and new governors at the state level) to put in hiring freezes when entering office. Anytime I Google this, only Trump’s 2017 and 2025 freezes pop up. So, can I get a straightforward answer on this?
