My 68 year old mother got tased today….(nsfw due to language)

My mother was going to pick up honey from a friend today and as she was leaving all of a sudden she felt immense pain and electric shock. She didn’t know what was happening and rushed to the hospital with something dangling from her leg. The doctors all agreed it was a taser and even found one that matches the barb they pulled out of her. I am so mad and upset. I wanted to ask you for advice and if the local PD may be able to find this asshole or if it is a lost cause? She has been in the ER all day and is filing the police report first thing in the morning (against my advice….now would be the best time). Any help would be greatly appreciated, and sorry for the video quality.
