What is the main reason people have not commissioned?

I’ve heard of people in the military enlisted side that have bachelors or multiple degrees that aren’t officers. What is the main reason one would not want to commission or be able to commission even if they have their bachelors? Does it come down to responsibility and not wanting to do a different job? What’s the main reasoning? What’s your story if you’ve been in a similar boat?
