Tinted moisturizer, light foundation,WITHOUT spf for fair skin

I know this goes against the usual recommendations.

However, for whatever reason, most products with SPF built in cause breakouts for me. I'll put on sunscreen if I'm going to be out in the sun for an extended period of time. But I can't have it in my daily makeup.

These days though, it seems to be in EVERYTHING.

Anyone have a good tinted moisturizer or light foundation, preferably on the cheaper side that works for them without SPF?
