When to engage patrols or not

I was running a Lvl 9 bot mission and a level 133 Diver tagged a Hulk, so I engaged and took it out with my EAT. He then put in the chat telling me not to alert patrols again, fair point. Is a general rule of thumb to only return fire or fire the first shot if they are on your route to an objective? Thanks.
